Depends on your idea of a "budget" hotel. Khao San is still cheap, but the prices are going up. The rooms are crappy, but the crime and the street noise are declining. I have been out that way a couple times in the last six months. They have kicked all the CD vendors out.
There are several hotels on the lower end of Sukhumvit. There are 2 or 3 near Queens Park Soi 22 Sukhumvit that have rooms for 380 – 420 baht per night.
Your best bet is asiarooms.com because you can put in your budgeted amount and pick the best hotel for you.
